At the end of September 2017, the City of Belgrade concluded a public-private partnership agreement with the consortium Suez & I-Environment and DPN Beo cista energija for the construction of a factory for the treatment of municipal waste in Vinca.

The Ministry of Environmental Protection issued a decision approving the study on the environmental impact assessment of the project for the construction of a plant for energy utilization of municipal waste and the Vinca landfill gas.

It is an updated study that took into account the new BREF document that came into force at the end of 2019, and it concerns stricter requirements regarding the defined limit values for air emissions.

In relation to the project for which a previous study was conducted to assess the impact of the incinerator in Vinca, which has been under construction for a year, the project has been partially changed for TE-TO on municipal waste. The plant for energy utilization of municipal waste and landfill gas is part of the project for the construction of a waste management complex in Vinca. Phased construction of facilities – thermal power plants-heating plants on municipal waste and cogeneration plant for obtaining electricity and / or heat from landfill gas is planned. Appropriate infrastructure is also planned at the location for the construction of these facilities – collectors for drainage and wastewater collection, access and internal roads and manipulative surfaces.

As stated in the study made by the company Dvoper from Belgrade, the planned dynamics of the construction of the plant for energy utilization of municipal waste should enable its commissioning during this year.
