Montenegro must harmonize its legislation with European legislation and adopt a National Energy and Climate Plan

The European Energy Community (EEC) does not condition or pressure Montenegro to make a decision to shut down the Thermal Power Plant (TPP) Pljevlja, but rather reminds it of the obligations it has accepted and signed, said the director of the secretariat of this community, Artur Lorkovski.

At the meeting with the members of the Committee on Economy, Lorkovski told the MPs that Montenegro has committed itself in numerous agreements to work on reducing carbon dioxide emissions, and that no one expects such an important decision to be made ad hoc.

– No one expects you to make such a decision tomorrow, the only question is what your plan is. In some EU countries, carbon production has increased, as in my Poland, but for that there are duties that must be paid due to pollution, which is not the case with Pljevlja. Montenegro must harmonize its legislation with the European legislation and by June adopt a National Energy and Climate Plan that will state when and how the thermal power plant will be shut down – said Lorkovski in response to the questions of deputies who asked for an explanation as to why 19 thermal power plants can operate in Germany, and the only Montenegrin one is a problem.

He also said that the reconstruction of the Pljevlja thermal power plant must be accelerated, but also work on improving the production of electricity from renewable sources in crisis conditions.

– In particular, care must be taken to prepare a strategy for the protection of the most vulnerable categories of society in crisis conditions, because a possible increase in the price of electricity would not affect all parts of society – said Lorkovski.

Lorkovski pointed out that when it comes to the improvement of energy capacities, an appropriate assessment should be made for HPP Komarnica, while for HPP Buk Bijela, neither Bosnia and Herzegovina nor Montenegro have submitted the results of the work of the expert group, and that the EEC is ready to help.
